Specify what happens if multiple capabilities apply
It's ok if they map to the same function names and an error otherwise. It's an error to have multiple opaque drivers for the same location. If multiple transparent drivers apply, which one applies is unspecified. Signed-off-by: Gilles Peskine <Gilles.Peskine@arm.com>
