Motivated by CVE-2022-21449, to which we're not vulnerable, but we
didn't have a test for it. Now we do.

Replace calls to mbedtls_mpi_read_string() with a wrapper
mbedtls_test_read_mpi() when reading test data except for the purpose
of testing mbedtls_mpi_read_string() itself. The wrapper lets the test
data control precisely how many limbs the constructed MPI has.

If a fallback is not explicitly configured in the
mbedtls_test_rnd_buf_info structure, fail after the buffer is
exhausted.
There is no intended behavior change in this commit: all existing uses
of mbedtls_test_rnd_buffer_rand() have been updated to set
mbedtls_test_rnd_std_rand as the fallback.

In test functions calling mbedtls_test_unhexify(), change the
type of the associated parameters from `char*` to `data_t`.
That way the `unhexify` operation is done by the test
framework and not by the unit test code.
Use for the new parameters of type data_t the name of the
local variable that use to store the `unhexify` version of
the `char*` parameter.

In preparation of deprecating the old and less secure deterministic
ECDSA signature function we need to remove it from the test. At the
same time, the new function needs to be tested. Modifying the tests
to use the new function achieves both of these goals.
Additional changes to temporarily enable running tests:
ssl_srv.c and test_suite_ecdh use mbedtls_ecp_group_load instead of
mbedtls_ecdh_setup
test_suite_ctr_drbg uses mbedtls_ctr_drbg_update instead of
mbedtls_ctr_drbg_update_ret

The way we do negative tests only works if the initial test was positive.
This was not immediately apparent with the set of test data at the time the
code for negative testing was introduced, but it became apparent with the
addition of the "0 private value" / "overlong private value" tests that
happened in development while this branch was developed.

Test relies on deterministic signature as this uses plain sig internally, so
if deterministic works, then so does non-deterministic, while the reciprocal
is false. (Also, deterministic is enabled by default in config.h.)
Test case is taken from a RFC 6979 test vector, just manually converting (r,s)
to the encoded signature.
Changes include:
- Integers marked with '#' in the .function files.
- Strings should have "" in .data files.
- String comparison instead of preprocessor-like replace for e.g. '=='
- Params and variables cannot have the same name in .function files
