Clarify the roles of the buffer parameter and their sizes.
Remove a statement about input size restrictions that only applies to
mbedtls_gcm_update, not to the whole-message functions.
Document the possible error codes.
Warn that mbedtls_gcm_crypt_and_tag in decrypt mode does not
authenticate the data and recommend using mbedtls_gcm_auth_decrypt
instead.
Minor documentation improvements:
*Standardized file brief description.
*Separated return statements.
*Reordered tags within documentation blocks so that params and returns are last in block.
*Suggest to specify issue for each return code, where multiple failure return codes are listed.
- Rephrase file/function/parameter/enum/define/error descriptions into
full and clear sentences.
- Make sure to adhere to the Arm writing guidelines.
- Fix missing/incorrect Doxygen tags.
- Standardize terminology used within the file.

Add MBEDTLS_ERR_XXX_HW_ACCEL_FAILED error codes for all cryptography
modules where the software implementation can be replaced by a hardware
implementation.
This does not include the individual message digest modules since they
currently have no way to return error codes.
This does include the higher-level md, cipher and pk modules since
alternative implementations and even algorithms can be plugged in at
runtime.
Fix implementation and documentation missmatch for the function
arguments to mbedtls_gcm_finish(). Also, removed redundant if condition
that always evaluates to true.
