The makefiles look for python3 on Unix-like systems where python is often
Python 2. This uses sh code so it doesn't work on Windows. On Windows, the
makefiles just assume that python is Python 3.
The code was incorrectly deciding not to try python3 based on WINDOWS_BUILD,
which indicates that the build is *for* Windows. Switch to checking WINDOWS,
which indicates that the build is *on* Windows.

Python 2 is no longer officially supported, but we were still using it
to generate test suite .c files from .function files when using GNU
make. Switch to looking for Python 3.
This change was done for CMake a long time ago.

There were explicit dependencies on header files for some test suites,
dating back from when only a few test suites depended on anything in
tests/include. The noted dependencies were still correct, but now that
tests/include is more populated, they were only the tip of the
iceberg. Just keep it simple and depend on all the headers.

`tests/scripts/all.sh test_psa_collect_statuses` calls
`tests/scripts/psa_collect_statuses.py` which calls
`make -DRECORD_PSA_STATUS_COVERAGE_LOG` which must generate
`include/test/instrument_record_status.h`.
With the refactoring of `psa_crypto_helpers.{h,c}`, this now
needs to be done before building `psa_crypto_helpers.c`.
Also, remove `include/test/instrument_record_status.h` unconditionally
in `make clean`, which helps keep the build tree clean.

Note: driver lifetime is currently statically defined in the header, but
this will be replaced in the future based on autogeneration of lifetime
values by a script (TBD)

In preparation of linking common test objects in programs,
add the top-level mbedtls_test target.
This target consists of the common test objects.
It is necessary to declare it at the top-level as both
tests and programs will depend on it and it is necessary
to synchronize the compilation of those objects for tests
and programs for the case of parallel building.

The purpose of helpers.c file is to contain the helper
functions that have been in helpers.function so far and
that are not related to the mechanism of unit test
execution and not related to random number generation
(will be moved in a dedicated file).
The purpose of helpers.h is to contain the interface
exposed by helpers.c thus helper function prototypes.
Make the changes in the build systems (make and cmake)
to build helpers.c and link it to test executables
along with mbedtls library.

Create an include folder dedicated to include files for
tests. With the upcoming work on tests for PSA crypto
drivers the number of includes specific to tests is going
to increase significantly thus create a dedicated folder.
Don't put the include files in the include folder but in
include/test folder. This way test headers can be included
using a test/* path pattern as mbedtls and psa headers
are included using an mbedtls/* and psa/* path pattern.
This makes explicit the scope of the test headers.
Move the existing includes for tests into include/test and
update the code and build systems (make and cmake)
accordingly.

Add infrastructure to run unit tests and collect the return values for
every PSA API function that returns psa_status_t.

Multiple instances of factoring a sequence of `config.pl` calls into

A function became non-static in development and disappeared in the API
branch. Keep the version from the API branch. Functions need to be
non-static if they're defined but unused in some configurations,

Consecutive changes in the two branches, reconciled.
Resolve conflicts by performing the following operations:
- Reject changes related to building a crypto submodule, since Mbed
Crypto is the crypto submodule.
- Reject X.509, NET, and SSL changes.
- Reject changes to README, as Mbed Crypto is a different project from
Mbed TLS, with a different README.
- Avoid adding mention of ssl-opt.sh in a comment near some modified
code in include/CMakeLists.txt (around where ENABLE_TESTING as added).
- Align config.pl in Mbed TLS with config.pl in Mbed Crypto where PSA
options are concerned, to make future merging easier. There is no
reason for the two to be different in this regard, now that Mbed TLS
always depends on Mbed Crypto. Remaining differences are only the
PSA_CRYPTO_KEY_FILE_ID_ENCODES_OWNER option and the absence of X.509,
NET, and SSL related options in Mbed Crypto's config.pl.
- Align config.h in Mbed Crypto with Mbed TLS's copy, with a few notable
exceptions:
- Leave CMAC on by default.
- Leave storage on by default (including ITS emulation).
- Avoid documenting the PSA Crypto API as is in beta stage in
documentation for MBEDTLS_PSA_CRYPTO_C.
The only remaining differences are a lack of X.509, NET, and SSL
options in Mbed Crypto's config.h, as well as an additional
Mbed-Crypto-specific PSA_CRYPTO_KEY_FILE_ID_ENCODES_OWNER option.
Documentation for the check params feature and related macros is also
updated to match Mbed TLS's description.
- Reject tests/data_files/Makefile changes to generate DER versions of
CRTs and keys, as none of those are used by Mbed Crypto tests.
- Add the "no PEM and no filesystem" test to all.sh, without ssl-opt.sh
run, as Mbed Crypto doesn't have ssl-opt.sh. Also remove use of PSA
Crypto storage and ITS emulation, since those depend on filesystem
support.
- Reject addition of test when no ciphersuites have MAC to all.sh, as
the option being tested, MBEDTLS_SSL_SOME_MODES_USE_MAC, is not
present in Mbed Crypto.
- Use baremetal config in all.sh, as Mbed Crypto's baremetal
configuration does exclude the net module (as it doesn't exist in Mbed
Crypto)
- Reject cmake_subproject_build changes, continuing to link only
libmbedcrypto.
- Reject changes to visualc and associated templates. Mbed Crypto
doesn't need additional logic to handle submodule-sourced headers.
- Avoid adding fuzzers from Mbed TLS. The only relevant fuzzers are the
privkey and pubkey fuzzers, but non-trivial work would be required to
integrate those into Mbed Crypto (more than is comfortable in a merge
commit).
- Reject addition of Docker wrappers for compat.sh and ssl-opt.sh, as
those are not present in Mbed Crypto.
- Remove calls to SSL-related scripts from basic-in-docker.sh

- Avoid using a link that Doxygen can't seem to resolve in Mbed Crypto,
but can resolve in Mbed TLS. In documentation for

Change file scoping of test helpers.function
The new PSA helper headers are needed at build time. When building
Mbed OS tests, the source files are copied to a directory under TESTS.
The required header files need to be present in this directory.
Create a new header file psa_helpers.h and put the one helper macro
that isn't specific to PSA crypto there. Use this header file in the
ITS test suite.
This file isn't like the other .function files: it isn't concatenated
by a separate preprocessing script, but included via C preprocessing.
Rename this file to .h. This isn't a normal C header, because it
defines auxiliary functions. But the functions aren't big and we only
have one compilation unit per executable, so this is good enough for
what we're doing.
Create a specific file for helper functions that are related to the
PSA API. The reason for a separate file is so that it can include
<psa/crypto.h>, without forcing this header inclusion into every test
suite. In this commit, psa_helpers.function doesn't need psa/crypto.h
yet, but this will be the case in a subsequent commit.
Move PSA_ASSERT to psa_helpers.function, since that's the sort of
things it's for.
Include "psa_helpers.function" from the PSA crypto tests.
In the ITS test, don't include "psa_helpers". The ITS tests are
meant to stand alone from the rest of the library.
Adapt tests in all.sh:
- tests with submodule enabled (default) no longer need to enable it
explicitly, and no longer need runtime tests, as those are now handled by
all other test cases in this script
- tests with submodule disabled (old default) now need to disable it
explicitly, and execute some runtime tests, as those are no longer tested
anywhere else in this script

tests/Makefile had some unused warnings disabled unnecessarily, which
test-ref-configs.pl was turning back on. We don't need to disable these warnings
so I'm turning them back on.
With the build option SKIP_TEST_SUITES=..., the specified test suites
are built, but skipped when running tests. Usage:
make check SKIP_TEST_SUITES=timing,gcm
or
cmake -D SKIP_TEST_SUITES=timing,gcm ...
The list can be separated by any of space, comma or semicolon, and each
element can be a regular expression in ERE syntax except that "." stands
for itself. Skipping "foo" skips not only "foo" itself but also
any "foo.bar", but does not skip "foobar".
Programs and tests need to be able to use PSA header files when
USE_CRYPTO_SUBMODULE and MBEDTLS_USE_PSA_CRYPTO are set. Add the crypto
submodule include folder, which contains psa headers, after the main
include folder so that psa headers can be found and crypto submodule
headers don't take precedence over mbedtls headers.
The persistent key implementation will be split across multiple
files as it will eventually be implementing multiple storage
backends. As these internal functions will need to be callable by
other files, we will add the headers in the library folder. This
commit adds this include location to the necessary scripts.
For tests, the library is added as an include location as testing
on-target with Mbed OS is not possible with paths including ".."
