Modeled after the include chain of the primitive operation contexts.
Also moved the HMAC context structure to the builtin composites file,
since that is where it conceptually belongs. This is a preparatory
step for implementing driver dispatch of MAC multipart operations.

This is a preparatory step in order to be able to organize the include
chain from crypto_struct in such a way that the MAC operation structure
for the PSA 'software' driver can make use of the hash operation structure.
Conceptually:

The changed logic is to try a sign-message driver (opaque or transparent);
if there isn't one, fallback to builtin sofware and do the hashing,
then try a sign-hash driver. This will enable to the opaque driver
to fallback to software.

To avoid code duplication of the old-style SE interface usage
call psa_driver_wrapper_sign/verify_hash function instead of
the direct internal functions.

Update the mbedtls_test_psa_exercise_key to handle and use
PSA_KEY_USAGE_SIGN_MESSAGE and PSA_KEY_USAGE_VERIFY_MESSAGE key policies.
Add new tests for PSA_KEY_USAGE_SIGN_MESSAGE and PSA_KEY_USAGE_VERIFY_MESSAGE
policies.

This configuration file was useful in the early days of PSA crypto
development. It stopped becoming relevant when MBEDTLS_PSA_CRYPTO_C entered
the default configuration. Remove it: better late than never.

Move the key buffer size calculation code under
tests to avoid check-names.sh to complain about
"likely macros with typos".
This removes the calculation of key buffer
sizes for the test driver from the wrapper based on
static size data. But the code is still there in test
code to be used when we go back to work on the
generation of the driver wrapper.
